Given his background and the furor over Dr. Martens, Leopold had incentives to combat any and all doubts about his support for national neutrality. Another of his key advisers was General Raoul Van Overstraeten, a tall iron-backed artillerist with a Flemish father and a Walloon mother, who as an instructor in Belgium’s War College had won a European-wide reputation as a military thinker. To a member of the Belgian Parliament, Spaak said privately of Van Overstraeten:

He is by far the most intelligent officer in the army. The misfortune is that he knows it.

When he comes to see me, he clicks his heels, makes a bow, and says to me: “Minister, the General Van Overstraeten is at your service.” And, as he says it, he appears inwardly convinced of his overwhelming superiority to the minister for foreign affairs.
